The interruption in US piloted access to space flight was foretold
three years ago by the NASA administrator, specifically based on a
flat (or worse) projected budget, and the President and Congress have
done nothing to alter its occurrence. Can that qualify as anything
except an intentional, volitional, voluntary interruption on the part
of the US government?
