[FPSPACE] International Lunar Network developments

The recent meeting of ILN partner agencies didn't seem to include Russia. Russia had previously expressed interest in the ILN. Interestingly, China is curious by her absence in the ILN. 

ILN proposes a series of landers with common intstruments on different regions of the Moon, including the far side. NASA is the "anchor tenant" in the agreement, and will launch the first two ILN landers.
