Good points/questions, John. But I must respond to one of the comments
made...
"If a nation voluntarily suspends its piloted program to prepare for a
new, more ambitious piloted program, has it ceded its leadership in
space, even temporarily?"
No offense intended, but IF you are referring to the US space program, I
must disagree with the term "voluntarily". This would be like saying a man
paints himself into a corner, and then "voluntarily" waits for the paint to dry so
he can step out of the corner to finish his job.
There are also many comments that can be made about this alleged "more
ambitious piloted program", but these are for another discussion.
