In answer to the question I asked earlier today: according to Leroy
Chiao (http://leroychiao.blogspot.com/2008/04/soyuz-entry.html),
during ballistic entry, the Soyuz capsule rolls at 13-18 degrees per
second, depending on the specific control mode.  That is 2.2 to 3 rpm.
