1) First off, you get samples to calibrate your cratering rate, and to figure out what has hit (comet/asteroid).
2) You try and retrieve some kind of record of the level of activity of the Sun
3) Radio telescope (radar) on far side
4) Optical systems - use static electricity to control the dust
By the way Larry, Mars has dust and radiation as well, along with the possibility of pathogenic organisms. But then as Mars Society members continue to age and die, I expect it to fade along with the neocon legacy
