It's a standard response across many industries when bad news comes out.
Not only in the space industry.

I have had a number of good friends of mine working in the defense
contracting business, and I have heard similar stories coming from them.
Where the management has to do damage control, once stories (about massive
layoffs in the offing) get reported in the press.

That's the among the top first five comments by management.  "Don't
overreact."

That's where I am coming from.
