So what is the consensus on this reported 'Baykal' follow-on
 Buran-class orbiter?

  #1. Certainly, if a third Energiya was launched, it would have made big news.
   
  #2. Ptitchka was the name of the orbiter that was in preparation in July 1992.
   
  #3. The Buran photos, with Baikal name, have been around for about 15 years.
