If you can find the document, I'd like to see it.

As for Constellation, yes, all of what we're doing now seems to be a
very sketchy Apollo 1.8 or so, with major bits of even the lunar part
hanging out in the "we'll get to that" territory.

Just doing a mildly credible PowerPoint presentation of what would be
needed to get to Mars and how current activities might contribute was a
step, however modest, in the right direction.
