The only puzzling feature is that these places appear to be on the
north-east coast of Hainan, while the south-east coast would surely be
the best place for launches into both equatoral & polar orbital planes.
Presumably the trade-offs included where the deepest-draught harbour is,
road access, & where the existing power grid has a handy cable.
In this case, we can assume that who represents which voting district,
nor the Humble Oil Corporation & Rice University, are not factors! (grin
