It just feels strange that the CIA claims that the Soviets were more
successful than later admitted by Russia after the fall of the Soviet
Union. In that case I tend to believe those with hard data available -
the Russians, who in these latter days have a commercial motive to show
how well they did in the old days. You know, hardware heritage and all
that.
And, especially when it comes to interplanetary missions US sensors
had a hard time following them. I will look up the relevant quote from
Jim Burke's article in "Studies in INtelligence" and post later. Have
to dash home from work....

Don't you find it a bit odd that, you would have more of inclination
to
believe the US intelligence data if it was saying the Soviet mission
was
less successful than public promulgations, but not if it was the other
way
around?
Correct me if I am wrong, but is the perception that you are stating
is that
perhaps the US equipment worked "Better" when it was finding launch
failures, but "Less well" when it may have data that the spacecraft
worked
for a bit longer, or did things the Russians did not publicly proclaim
that
it did?
I am having a slight bit of cognitive dissonance. I hope you can set
me
straight on that.
In the text that the graphs you discuss are from, the writers did
mention
that the Soviets could have claimed a "throw weight achievement" in
regards
to the early Zond attempts that got stranded in Earth orbit. And also
notes
that the Russians did not.
