[FPSPACE] China's station plans

This is different than the Experimental Laboratory, SZ8, SZ9, SZ10.

The station would have fuel transfer capabilities.  I had thought that the decision on this would be made in 2016, but now think it will be made in 2011. 

all plans subject to change, of course. Clearly, China's decision will be influenced by international co-operation and economic conditions existing  at that time.
