In your opinion.
In my opinion, we certainly do not need to spend $110 billion to do flags
and footprints on Mars right now.
PS - China will likely bring CAPS in for well under your tens of billions of
dollars figure. You can break it down into CZ5 launches, if you like.
BTW - the bulk of the impact hazard comes from comets, not asteroids.
