[FPSPACE] Saturn V banned by ITAR? NOT

The story was retracted more than 24 hours ago (see below), but sometimes
websites that only post a few times a day (or have webmasters who spend
time doing neat field research such as Keith's cool trip to Devon Island) 
can
get undercut by fast-breaking developments.
