[FPSPACE] Study backs COTS

Jim:

This reminds me of the old Mathematica study from the '70s that "proved" that 
the Shuttle would be an economical vehicle to fly. That was independent, too. 


Not that I think COTS is a bad idea, though of course we'd have to make sure 
we had a backup plan in case the "emerging commercial companies" (emerging = 
unproven) didn't work out. 

I suspect that the reality is that this would be a lot like the massive cost 
savings we were supposed to get from working with the Russians; at least some 
of it will get eaten up making COTS work in the real world.
