Another possibility is that a few weeks ago, India demonstrated the
ability to intercept an ICBM in flight. Unless PRC did the "me-too", the
only one-upmanship left is to intercept a sat.
On the other hand, Vick drew our attention to the fact that the
PRC's five year plans long scheduled developing this capability. And,
time & again, govts. do something while underestimating the political or
techno backlash their show of force may trigger off.
Of course, this does increase dual-use capabilities too. While
less so than a co-orbiting anti-sat, such interception shows you are
developing the software & sensors that will help towards orbital docking
& undocking of a civilian nature. When one day PRC initiates a Salyut or
Mir class space station.
