[FPSPACE] Triana WAS: Moon-Based Instruments Could Change How We See Earth

Last I heard, it's basically ready for launch in storage at GSFC. Not sure 
about shelf-life, though.

I'm not saying that Triana is a great mission - though it wouldn't be a bad 
one - but if NASA wanted to respond to the NRC's criticism re: the decline of 
Earth observations, then launching Triana would make more sense than waiting 
for a moon base - especially since the notion of Earth obs from the moon has 
been investigated and rejected at least a couple of times in the past.
