today's wire story excerpt: Meanwhile a source in the Russian space rocket industry told Interfax-AVN that the F-S-A has been looking for a new site for its manned space launches. "There are three candidates that suite the purpose the best. Neither Plesetsk, nor Svobodny are among them," he said.
The story notes that Kapustin Yar is the leading candidate.

That is not possible, but Baikonur is at 46 N (?), so there should be
places in southern Russia that could do the job and match 51.6 degrees.

I think it would be hard to reach 51,6° orbit with launching from
Plesetsk,
no?
