[FPSPACE] Low elevation pass ISS........when does it "flip" ?

Hi all,
Although I watched most of last night's 61 deg pass naked eye , I did image
the much lower pass on the previous orbit (39 degs )
http://mysite.wanadoo-members.co.uk/satcom_transits/39deg.gif ( range about
600 km )
and noticed that the complex has not yet changed flight mode ready to
receive the orbiter.
Does anyone know when this manouevre takes place ( logically I suppose it
doesnt happen until the shuttle is actually on the way up ! )
