Don't forget the long-standing Russian interest in the arctic as a scene for launching SLBMs. Due to the geometry of orbits of surveillance satellites, GEO satellites cannot see missiles ascending from regions near the pole. The area is covered by US missile-warning satellites in non-GEO orbits, but with less precision.
