Dumb, if true. ISS got built because the Russians became full partners. 
Involving the Russians created a political justification commensurate with its cost 
(and forced NASA to get its act together. The VSE as interpreted by Griffin 
(back to the moon at the expense of everything relevant to taxpayers) has no 
political justification; involving the Russians in the VSE could help it 
actually happen.

My advice to Perminov; wait a couple of years and try again, or contact some 
of the Democratic presidential candidates now.
