Dear friends,

 this is not the first time that a FPSPACE debate has run a
lo-o-o-o-ong way ahead of budget realities!

1. China currently budgets a max. of two short duration human
spaceflights per year.

2. China seriously plans automated lunar probes during the next, say,
decade.

3. Chinese spaceflight engineers naturally talk about, & lobby for, all
the goodies that the rest of us do. 
Moon, Mars, automated, human spaceflight to... No doubt also a space
station.
But none of these are sourced to anyone with the authority to grant the
programme a budget. When a Chinese governmental authority announces a
firm budget, then there is all the time in the er, world, for our debate
to get heated.

    Unlike the space race, what we now see from both China & India are
an infinite series of incremental, Five Year Plans, and Ten Year Plans.
Just what we would expect from any government department. Such as a
Public Works Department. 
Les than Apollo. More than the UK.
