[FPSPACE] NASA bduget in deep trouble, and Milkusky tries to play the "China card"

On the basis that nothing less than a Chinese lunar military base will
scare Congress into increasing NASA's budget, never mind Apollo mk.2!

But since there will not be such a military base, it's going to be many
more yrs of lobbying on that budget  
grin :)......
