Generally, the Representatives and Senators pass legislation which they have 
concluded after careful thought is in the public good.

But please feel free to tell the Senators and Congressmen exactly what you 
think of their decisions in this matter.

No, I can be a whole lot more "brusque", but then Tom was only tyring to 
excuse Griffin's non-compliance with federal law.

The "unfunded mandate" line was first promoted by some space "enthusiasts" 
immediately after the Brown Ammendment was passed. In point of fact NASA has 
many projects which are not "mandated", but which instead NASA takes upon 
itself to satisfy various "constituencies", including these "enthusiasts". 
The legislators, on the other hand, have only one "consituency", the 
inhabitants of their geographical areas.

Tom's new tactic of a rather wilful ignorance of the Brown ammendment does 
not make it disappear. The House committe chair has already expressed their 
willingness to work with the Administrator to bring NASA into compliance 
with the law as it now stands.
