Forget about Helium 3 the real news here is that RSCE is moving forward
with its incremental plans to develop a Soyuz capable of conducting
lunar missions.
We could use Helium 3 to power the elevator used to climb the tower to
geostationary orbit though.

This sort of fantasy was always, er, sent up, by Dwayne Day.
1. No one on Earth can make a sustainable thermo-nuclear fusion
reactor.
2. Fantasy no. 2 is that after R& D takes the great leap forward to the
world's first successful thermonuclear reactor, all of a sudden S&T and
R&D suddenly freeze & fossilize. After success with a thermonuclear
reactor, it will be a far less tough advance, & take far less than five
decades, to move sustainable fusion reactors from He3 to the vastly
cheaper deuterium, and last to mimic the sun & fuse 4 H atoms together.
3. How is the budget for Kliper after ESA refused to chip in? Does
Kliper's multi-year budget go as far as a flight-ready full scale
prototype? Or for what component of the budget did the Russians approach
ESA?
