Anyway, it is still strange to me to use Baikonur for these orbits having the option of Plesetsk. I'm sure there will be important factors that counterweight latitude for this and other missions, but I wonder which they are.

Well, it doesn't seem strange if you think that this satellite is to be
inserted in polar orbit, what requires a westward launch (north-west or
south-west; they have chosen north-west). However, a better place for this
type of launch would be Plesetsk.
