To summarize the thread, the USOS can transmit to Earth via TDRS the
following signals: Russian segment video, Soyuz and Progress video, and
Russian Segment commands and telemetry. What is problematic still is Soyuz
and Progress telemetry (apart from video) and commands, leaving the
requirement in place for dockings of Soyuz and Progress to be scheduled
over Russian ground stations, unless an exception is made.

PS: In the future, all Russian signals may be transmitted via the USOS, but
that may cost $$.
