Nope - been there since the beginning. We can also Ku uplink files but that
is not real-time. One reason is that it is a subset - I do not know all
that is in there, though I think I have heard in the future it might expand
to everything. For Shuttle dockings grounds sites are not required, but
nice to have.

Is this new? If not, why have the Russians required that dockings take
place over Russian ground stations?
