The Russians have a subset of telemetry and full command capability via the
USOS S-Band system.

This is very interesting, since the Russian segment does not connect to the 
US TDRS, as far as I know, except that video data can be passed between the 
Russian and US segments. But, there is no capability for the Big Red Button 
at TsUP which can abort a Progress docking to be relayed through TDRS to 
the US segment to the Russian segment to Progress, still as far as I know.
