It does seem a bit fuzzy, doesn't it? ;-)

But probably realistic, too, given the federal budget situation in 2004. And 
it doesn't preclude anything. 

Harking back to that alternate history presentation you sent me a few years 
ago...

Wouldn't it have been great to get a Bush space vision and a Gore presidency 
(no Iraq invasion, no massive tax cuts for big companies to drive up the 
deficit)? Though, assuming that 9/11 had still happened on Gore's watch, we'd 
likely have gone into Afghanistan. Still, the cost of that justified "police 
action" is only a fraction of the cost of the Iraq invasion, and might already be 
over without the distraction of Iraq stretching our military resources thin. 
With the budget surplus we had in 2001 still in place (even if somewhat 
diminished), our options would now be more numerous.

Alas, we can only speculate. Gore might well have found his own special way 
to mess things up for spaceflight. He certainly handled the 2000 election like 
a boob.
