While normally a fan of Keith Cowing's, I do not get his argument that the current reshuffling of NASA management is unreasonable and creates a "climate of fear" similar to the pre-Columbia atmosphere.  Many people, including Cowing (and myself), were puzzled when so few management changes were made after the CAIB report.  Now the new Administrator comes in and wants to change the management team - like almost every new leader in almost every organization.  Certainly, the producedures used in making some of the announcments (and some non-announcements) have been clumsily and insensitive, but I don't see how a management shakeup, even one on this scale, deserves this condemnation.
