I think you're over-estimating this.  That report is going to sink without a trace.  It will have zero effect, not because of any perception that this is a "Democrats" report, but because Abbey's name is on it.  Abbey carries a lot of baggage in the space program.  He did not sail off into the sunset as one of JSC's elder statesmen.  He was pushed out the door because he was widely viewed as autocratic and part of the problem (remember-he was removed by Dan Goldin, who was actually his sponsor for a long time).  

So even if the report has merit (and I haven't read it yet), it will be ignored.
