Well, it doesn't. In space as on Earth, the plans of the Bush cabal are 
problematical at best. Building Mars ships on the moon - yeah, right. Building a 
CEV that does *everything* - forget it. Shutting down Shuttle before a 
replacement is ready and withdrawing from ISS after building it (presumably after we 
impose a puppet "democracy" on board) - yikes. 

My perception is that NASA is ignoring most of the details of the Bush 
"vision" - what, not only is he hearing God's voice, now he's having visions? - and 
using the presidential proclamation of January 2004 to do planning that makes 
some degree of sense. Of course, with the spiraling economic and political 
costs of the central Asian strategy, it's doubtful that any of it will reach 
fruition. 

Hillary's gonna have a lot of damage to repair, and she won't have time or 
money for space.
