Maybe not good science but probably good business. There are commercial incentives behind the project. In many years ago, it was proposed as a commercial project. Now it seems not a pure commercial satellite but still possible a partial one. An interesting development is that its orbital module now becomes the microgravity lab, which I believe is to offset cost, as its total cost would be difficult to be covered by selling seeds.
