[FPSPACE] Zond launch times - I need help!

Dear Sven:
To confuse things further, the history of the 19th OIICh, (the military unit, which processed Proton in
Baikonur), lists the launch as April 23, 02:01, however the top of the list says that the format is Moscow
Decree Time.
