Interesting.  As I have noted here before, the CIA had a program for intercepting signals from Soviet lunar and interplanetary spacecraft.  Some of this material is unclassified, but I have also found hints of other parts that are still mysterious.  For instance, at least one document hints that the CIA provided money to Jodrell Bank in the UK to decipher Soviet space signals.  And I have found mention of a "Project Galaxy" at JPL to do the same thing.  However, I haven't tried to track down the former, and my few efforts to get information on the latter have been unsuccessful.
