[FPSPACE] Kerry Space Policy

Matt Bille's comment on the Kerry space policy is an interesting example of applying preconceptions to what is actually said. As just one example, the policy explicitly calls for increasing NASA's budget.

The whole point of this statement is to demonstrate that human exploration is not at risk under a Kerry administration.
