Translation:

NASA will continue to be starved for funds.

We will kill the Bush vision, but put nothing meaningful in its place.

We will not commit to making any serious plans for a human presence beyond 
LEO.   

We will not commit to even making any serious plans for continued human 
presence IN LEO, except maybe for sending astronauts to ISS via Russian vehicles.
 

Just one interpretation :)
