Just for clarity,  note that all of the message I sent was the excerpt from 
defensetech.  Your argument is with Noah Schactman, the writer there (to the 
extent that it is an argument, it sounds like you have fairly similar 
positions on the issue), not with me.  My data on prolif and arms treaties 
is a few years old, so I'll defer to others on this one.
