    If you are a political analyst in the third world, the only research methodology that works is to buck the fashion of discourse analysis, & apply the detective style: follow the money.

1.  Forget the speeches. 
2. Look @ the budget.
3. Has it, or has it not, been granted funds?

  If YES, it's on. If NO, forget it. Nothing else counts. That is how time & again, I'm the first to say something new in accredited publications, from the African Union to the Pan-African Parliament!
