To turn down $15 000 000 paid upfront shows someone & his boss take their duty seriously. Some organization is not lowering its bar for the sake of a payment.

Interfax: Prospective US 'Space Tourist' Rejected on Health Grounds

MOSCOW. June 23 (Interfax) - A 58-year-old U.S. millionaire has been
turned down for making a tourist flight to the International Space Station
for health reasons, a spokesman for the Russian space training center told
Interfax on Wednesday.
Gregory Olsen was rejected for going on a one-week visit to the ISS
after having completed some theory training at the Russian training center,
situated in Star City, near Moscow.
Olsen, a graduate of Princeton University and chairman of the board of
directors and co-founder of Sensor Unlimited Inc., based in New Jersey,
would have been the third space tourist after his fellow countryman Dennis
Tito, who flew to the ISS in 2001, and South African millionaire Mark
Shuttleworth, who visited the station a year later.
