Folks,

I think Sandy may be right here.  Deep space missions are more than 
likely going to be international missions, which means bringing in the 
Russians.  Currently Baikonur is the only facility capable of launching 
heavy Proton-class payloads, and those are at 51 deg inclination, which 
is currently used by ISS.  Time will tell, but I would not be hasty in 
writing off ISS for a future role in these sort of missions.
