earlier ... It's about time, though the fights between and among various 
Intelligence entities was what made things work.  One of my jobs was to dispell 
the wild notions that were proposed, written and often included in the NIEs by 
CIA.  They didn't like me much at CIA because I didn't fall into lock step with 
their political agenda.
