[FPSPACE] Parasitic microsatellites overrated?

It is in the nature of many military and security studies institutes to be alarmist. We may joke about this being to alarm their patrons into increasing their budgets, but it is also more than that. 

  They see it as prefessionalism to develop worst-case scenarios which confuse the probable & the possible; and also mix reliable with doubtful claims. -  Keith
