According to MirCorp's press release of yesterday, Tito has partially paid:
"Tito has made the initial two of five payments to MirCorp for his Citizen
Explorer mission, with the installments completed on the scheduled
timeline. The final payment is to be made in December."  Of course, that
doesn't mean that he's paid 40% of the money, since the payments don't have to
be equal.  Also, given MirCorp's sloppy use of the word "paid" in the past
(e.g. when used in relation to Progress M-43), Tito may not have paid MirCorp
directly, but deposited the funds in an escrow account.
