This is pretty amazing.  The Army's KE-ASAT has been technically
"dead" for several years, yet it still lurches on.  Now the program is
under investigation.  In the early 90s the program had something like $91
million in its budget.  Since then it has had a few years where its budget
was zero.  Yet despite this, the program still technically exists.
