[FPSPACE] Bei Dou 2 location

It seems off-topic in this mail list. But I can't help to add some words
(usually I'm a silent listener in FPSPACE).

I do appreciate Phillip's comments. I am happy to see China's any progress
in space, as I am happy to see achievements by any other countries including
US and Russia. It's space exploration not politics.

As a former student in 1989 who participated the movement, I do understand
what are China's things.  I believe most Americans misunderstand China's
system. So do US media.

OK, let's back to space.
