[FPSPACE] Two additions to Russian Space institutions.

Hallo,

Yesterday, I posted a list of Russian Space institutions. I think I have two
important additions to make. What is the meaning, function and abbreviation
of Tsentr Oepravlenii Poljotach and what is Rossaviacosmos' function and
abbreviation?
