RAKA is an incorrect abbreviation of the actual federal agency responsible for
civil (?) space activities and aircraft manufacturing. It was formed some
months ago by merging RKA (Russian Space Agency, Rosijskoe Kosmicheskoe
Agenstvo) with another governmental deparments in charge of military and civil
aviation manufacturing. The full name is Rossijskoe Aviaciono-Kosmicheskoe
Agenstvo (Russian Aviation and Space Agency). However, the abbreviation RAKA
sounds ugly in Russian (it means cancer or something alike), so the official
abbreviation is "Rosaviakosmos". Unfortunately, it's tasks can be only
partially be compared with these of NASA - mostly Rosaviakosmos is busy with
managing state-owned enterprises of this industry and trying to make them
survive, simultaneously being responsible for carrying out national space
program.

In principle yes, however the rest of the "agencies" (military etc.) are
substantially less influential in civil or scientific programs (in comparison
with Rosaviakosmos).

If not 100 pc state-owned, then overwhelmingly state-owned. Legally it is a
shareholding company and the state is the major shareowner. So the management
is technically appointed by the government or at least approved by it.

It is a joint group of different telecom operators from different states. Most
of the (if not all) are state-owned.
