I cannot find the article about Handler's detainment.  I did find an
article by him about the Nikitin case (the Russian submarine captain).  It

There is a sidebar article there about increased intimidation of
researchers.  I will keep searching for the article on Handler.  I think
his case is worth noting because he is clearly a grad student with ties to
very non-government organizations (Greenpeace) and a long publishing
history.  Yet the Russians still went after him.  This indicates to me
that an American graduate student doing research in Russia could also be
targeted and charged.
