"I would like to see an administrator from outside NASA and the major
aerospace contractors -- someone with vision, a passion for space, an
ability to communicate clearly, and a solid background for understanding
what can really be done with NASA.
My two favorite candidates are Carolyn Porco (U of Arizona) and Jonathan
McDowell (SAO/CFA). 
They're both brilliant and creative people, highly respected, with true
gifts for communicating in ways that can capture public attention and
convey why space is worthwhile. They have hands-on experience with NASA,
are familiar with the culture and pragmatic realities of aerospace, yet
are enough "outside" to lead and not merely rubber-stamp the status quo.
As scientists working on unmanned missions from academic institutions,
these are not obvious candidates -- the traditional candidates for the
administrator's job are astronauts, leaders of manned spaceflight support
centers and teams, industry executives, etc. For precisely this reason, I
would like to advance these names and get them into circulation. If
noticed, I think that one of them might be perfect for the job."
